Why local history matters
Elgin was founded in 1835 by James Talcott Gifford on the Fox River in Kane County, incorporated as a town in 1846 and as a city in 1854. An 1838 dam and an 1850 rail link turned the young city into a major dairy-shipping center, and from 1864 until 1969 the Elgin National Watch Company's factory complex was, for a time, the largest site in the world dedicated to watchmaking -- its long run of steady employment financed the housing that still lines the streets near downtown.

Those homes were framed around original double-hung wood sash and window openings sized to the building conventions of that period, which is why a straightforward opening-size swap does not always apply here the way it would in a newer subdivision.

Honestly, neither the glacial till nor the Fox River reaches window work. What does is the climate the same geography implies: northern Illinois winters make the frame material and thermal break more consequential than the glass coating, and make installation air sealing matter more than either. Older Elgin housing also carries openings that are rarely standard sizes, so custom sizing is the norm. The one regulatory exception is scale — inside a mapped floodplain, work extensive enough relative to a structure's value can engage additional requirements.
